Agencies, ministries and development institutions are measured on how many organisations in their territory access funding, not on how many they personally advised. Grants8 is licensed in volume and distributed, so every eligible organisation can find and draft what it qualifies for without an adviser assigned to it.

Why participation stays low

Rarely because the funding is unattractive. Because the organisations it was designed for never get as far as applying.

They do not know they qualify

Most eligible organisations never learn a relevant programme existed. Awareness campaigns reach the ones already paying attention, which are the ones least in need of help.

Advisory does not scale

One adviser can carry a few dozen organisations a year. A national mandate covers thousands, so cost per organisation decides how far the mandate actually reaches.

The rate is reported either way

Participation and success rates are published and compared between countries and regions. The number arrives whether or not the capacity existed to move it.

Most of the money an SME can realistically win is national or regional, not central European, and it is the part usually left out, because covering it means integrating each country separately. Organisations in your territory are screened against both.

Ready for the procurement review

Public buyers are required to establish where data lives, who processes it and on what legal basis, for every organisation a licence is handed to, not just for themselves. Those answers are documented rather than assembled on request.
